MOSCOW ? Prime Minister Vladimir Putin has said that Russia's government should listen to human rights activists and make sure the courts provide equal protection to all citizens under the law.
Putin was addressing some of the sharpest criticism of his 11 years in power during discussions with members of his political party United Russia.
He said the government should not only "feel society's heartbeat" but prescribe any necessary medicine to keep it healthy.
Putin's party opened its two-day congress Friday to determine its program and list of candidates for December parliamentary elections.
The congress is being watched for a clearer sign that Putin intends to reclaim the presidency next year.
Both he and President Dmitry Medvedev are expected to speak Saturday.
